K-12 educators are ineligible for this specific collegiate-level distinction.

Universal Core Framework, Academic Baseline & Ethical Clearance

To ensure the selection of candidates who combine academic rigor with high technical capacity, every nomination dossier across all award categories must satisfy two non-negotiable verification gates before being scored by the international jury:

1. Academic Qualification Triangulation Gate

Nominees must provide certified terminal degrees (MBBS/BDS plus MSPH, MPH, MPhil, PhD, DrPH, or equivalent Level 7/8 terminal degrees) along with official equivalences (e.g., HEC/PMDC or international regulatory bodies). Academic credentials are formally weighted alongside domain expertise within the rubric.

2. Comprehensive Ethical Clearance Gate

In research, pedagogy, and field deployment, candidates must submit verified clearance from an Institutional Review Board (IRB), Ethical Review Committee (ERC), or institutional compliance authority. Any substantiated history of plagiarism, scientific fabrication, research misconduct, or professional censure results in immediate disqualification (zero score).

Contextual Institutional Endorsement Protocol:

  • University-Affiliated Candidates: Must submit an official endorsement letter from the Vice Chancellor, Rector, Principal, or Dean of Faculty.
  • Research Institute, Think Tank, Hospital, or NGO/INGO Nominees: Must submit an official endorsement letter from the Chief Executive Officer (CEO), Country Director, Executive Director, or Head of Research.

Strict Verification & Anti-Discrepancy Policy:

All submitted supporting documents will be verified directly from the submitting sources from where the documents originated. If any discrepancy, inconsistency, or no response from the organizations is found, the candidate will be dropped down from the nomination process. If substantiated inconsistency or fraudulent data is detected, the nominee will be dropped down and permanently banned for future nomination cycles.

2.1 Curriculum Modernization: Designing/updating modular curricula integrating digital public health, health economics, or epidemiology.08Board of Studies (BOS) or Academic Council meeting extracts showing course approval with nominee named as lead course architect.
2.2 Digital Learning Architecture: Embedding LMS modules, simulation labs, or digital assessment rubrics into active courses.06University LMS administrator audit report, verified digital course syllabus, and course pack with candidate’s credentials.
2.3 Verified Student & Peer Teaching Evaluations: Systematic evaluations across the preceding 2–3 academic years.06Official annual teaching evaluation summaries signed by Quality Enhancement Cell (QEC) or Academic Dean.
Dimension 3: Postgraduate Supervision & Student Research Guidance (25 Points)
3.1 Defended Master’s/Doctoral Theses: Serving as primary supervisor for completed, formally defended Master’s or Doctoral degrees.010Official Controller of Examinations notifications or ASRB completion orders naming supervisor and student.
3.2 Student Co-Authored Scientific Papers: Publishing peer-reviewed articles where the mentored student is the lead author.08Published journal reprints showing the nominee as corresponding supervisor alongside the student's affiliation.
3.3 Graduate Placement Trajectory: Placing former students in competitive global health fellowships, PhD tracks, or UN/INGO roles.07Official employment letters, scholarship award notifications, or acceptance offers acknowledging nominee mentorship.
